Undedicated. It is structured in two movements.
First Movement
The first movement is in 3/4 time, and all themes are presented in F major. It is marked "In tempo d'un Menuetto" and can be interpreted as either rondo form or sonata form, but in either case, it is irregular. A characteristic feature is that all themes are presented in F major. If interpreted as sonata form, the first theme, which has the character of a minuet, and the second theme, characterized by octaves, form a contrast in terms of dynamics, motif length, and register used, with the first theme varying widely and the second theme remaining largely constant.
Second Movement
The second movement is also in F major, an Allegretto in 2/4 time. This movement can also be interpreted as either ternary form or sonata form, and again, it is irregular in either case. Particularly, if interpreted as sonata form, it would be a monotheme sonata form.
Thus, the freedom of form and the consistency of the key in which themes are presented in the first movement suggest that Beethoven was undertaking new experiments after composing over 20 piano sonatas.
