This is a fantastical second movement, like entering a dream world. Those studying this piece are strongly encouraged to listen to A. Marcello's Oboe Concerto.
Although this is to be performed on the piano, there is absolutely no need to play it like an oboe. Since it is played on a keyboard instrument, its characteristics should be utilized.
While its style resembles the second movement of Bach's Italian Concerto, it is desirable to perform the right-hand melody line freely and improvisationally, as the improvisational element is crucial here as well. It is perfectly acceptable for the timing of the left-hand accompaniment to become disrupted due to excessive freedom. The left hand should follow the right hand. Indeed, this movement particularly calls for such improvisational quality.
Bar 24 is the first place where the left hand's eighth-note figuration stops. At such points, never rush ahead; treat it as a cadenza and allow the right hand further freedom of time. Taking time will allow for a natural entry into the Neapolitan sixth in bar 25. Entering bar 25 without taking time will create an abrupt impression.
