German composer. Born in Northeast China to Estonian parents. After studying architecture at the Technical University of Berlin, he studied composition under Koch at the Berlin University of Music. Furthermore, he studied musicology under Schering, Blume, and Hornbostel at the University of Berlin. After graduation, he taught music at the Dresden Conservatory and the Berlin University of Music, where he also served as rector. In his later years, he also became president of the Academy of Arts, Berlin.
His characteristics include the use of modes with frequent inflections, lively rhythms, and 'variable meter' (可変拍節法), where the time signature changes every measure.
