Born in Tashkent, Uzbekistan, in 1957. In 1975, the Kats-Chernin family emigrated from the former Soviet Union to Australia. After studying composition with Richard Toop in Australia until 1980, she studied under Helmut Lachenmann in Germany. She was active in Europe, composing many works for stage and ballet. After working in Germany for 13 years, she returned to Australia in 1994. Since her return, she has composed for numerous performers and ensembles, including three chamber operas and two piano concertos. She also composed the music for the "Deep Sea Dreaming" segment of the opening ceremony of the 2000 Sydney Olympics.
In 1996, her piano solo piece "Charleston Noir" received the Jean Bogan Memorial Prize, awarded by the Australian government for outstanding piano works.
