The tempo marking is "Lively." This indicates a vivacious character, and consequently, a tempo that is too slow would diminish the piece's enjoyment and, indeed, make it feel heavy. While it can thus be stated that the tempo should be "somewhat fast," the precise question then becomes, "how fast exactly?" Try playing measure 8: is the tempo comfortable? Regarding the four repeated C notes, it would be ideal if both the right and left hands could play them from the second beat using the fingerings 3-2-1. However, for young children, these fingerings might prove quite challenging. Therefore, it is advisable to repeat the notes using comfortable fingerings such as 3-3-3-3 or 1-1-1-1, and then adjust the overall tempo to the fastest possible speed achievable with those fingerings.
In the middle section, the sense of modulation to F major is somewhat absent because B-flat does not appear. Although one realizes it is not F major in measure 11 due to the appearance of B natural, from measure 13, it again suggests F major. Please consider this a delightful piece with no seriousness whatsoever, possessing a "joy of not meeting expectations" that is somewhat deceptive.
