While the first theme, with its anxious sonority, adheres to a standard measure count of 4+4, the second theme exhibits free movement with a phrase structure in units of three measures (sometimes with a single transitional measure inserted). In the development section, the storm-like triplets, derived from the exposition's coda material, are predominantly employed, heightening the sense of tension.

This is the first movement, which is prone to tempo fluctuations. The key to performance lies in maintaining a single tempo. Playing in a manner where the tempo quickens in passages with fewer notes and slows down in passages with many notes is not rational. Set the tempo of sections with numerous notes and performance difficulties as the fundamental tempo for the entire movement.
For instance, select a tempo that allows for comfortable execution of turns and intricate rhythms, such as in measure 28, and commence from measure 1 in accordance with that tempo. Although measure 1 has fewer notes and presents no significant performance challenges, do not accelerate the tempo merely for this reason. Imagine yourself as a conductor and guide the music.
The piece does not exhibit Haydn's characteristic humor; instead, a serious aspect can be glimpsed. There are also dramatic elements within the movement. Nevertheless, by maintaining a consistent tempo, it should become even more dramatic.
