The opening three measures constitute the main thematic material of this third movement. This material undergoes transformations into numerous forms, ultimately leading to the material found in measure 75. This depicts joy and stability, marking the peak point of this third movement.
The entire third movement contains comedic elements; whether it modulates to a minor key or employs chromatic progressions, it never becomes serious. Rather, it should be considered a "lighthearted approach," as if telling a joke or teasing.
This third movement features a remarkably large number of fermatas, meaning the music pauses at those points. For example, please observe measure 11. This fermata is placed above a quarter rest on the first beat. If a note were written on the second beat, one could discern how long the performer held the fermata, but due to the rest, the listener becomes completely unable to tell how long the performer held the fermata.
And when the main thematic material begins in measure 12, since this is familiar material, one can begin to count the beats here. Have you noticed that every fermata written in this third movement is invariably followed by the main thematic material? While it is impossible to know how long the fermata was held until the main material arrives, there is no need to be concerned about this aspect.
The fermata preceding the main material creates a moment where the sound vanishes, causing a sudden surprise. Please consider this as a mischievous intent, as it is a special effect designed to make people feel uneasy, reassured, or surprised.

The third movement, Allegro molto, is in 3/4 time and in C major, like the first movement. Although its form appears to combine elements of variation and rondo, the opening theme is developed in such diverse ways that it is difficult to categorize it into a specific form.
