It is in binary form.
a (measures 1-8) + b (measures 9-16)
If the notes of measure 1 are rearranged as a chord, they form C-E-G-A, revealing a C major triad with an added sixth. Although it may be difficult to discern due to the sparse number of notes, the opening eight measures are actually in G major, and the subdominant progression, where a G major IV+6 chord resolves to a I chord, serves as the axis of development. The chord in measure 3, which includes an E-flat (Es) note, is a borrowed IV+6 chord.
The A notes found in measures 2 and 4, though differing in octave, can be understood as pedal tones continuing from the previous measure, which simplifies harmonic analysis.
Upon entering the b section, the music modulates to C major. While motifs are shared with the a section and similar movements continue throughout, subtle changes in notes lead to modulation, and these changes impart a beautiful color to the entire work.
