Born in Tokyo in 1957. She graduated from the Department of Composition, Faculty of Music, Tokyo University of the Arts in 1980, after attending Denenchofu Futaba Gakuen.
During her studies, she studied composition under Mareo Ishiketa, Kenjiro Urata, and Yasuo Sueyoshi.
- In 2002, she held "Kyoko Hirai Solo Exhibition 1," a program consisting solely of her own works, at Tokyo Opera City Recital Hall.
- In the same year, she received a Special Encouragement Award at "The Exhibition of Japanese Music" for a premiere performance of her own work.
- In 2004, she held "Kyoko Hirai Solo Exhibition 2" at Yokohama Minato Mirai Small Hall.
- In 2009, "Kyoko Hirai Solo Exhibition 3" is scheduled to be held. (For works other than piano pieces, please refer to her website.)
Currently, she is a part-time lecturer at Toho Gakuen College of Drama and Music. She is a member of the Japan Federation of Composers and a member of the composers' group "Kan."
